SURVEY ON PERCEPTION OF USEFULNESS OF EU VET MOBILITY AMONG PRIVILEGED STAKEHOLDERS

The objective of this output is to test a method to investigate factors that influence the perception of usefulness of European VET mobility experiences, by participants, sending and hosting organizations (schools, training institutes, companies) and other relevant stakeholders (associations, National Agencies, Public Administrations, etc.).
The output defines what gives value to mobility experiences, in the perception of stakeholders. The activities specifically surveyed on what basis and on what facts the interviewees state the importance of the identified factors.

SET OF TOOLS AND INDICATORS FOR MEASURING IMPACT OF EU VET MOBILITY

Aim of this output is building up questions to ask to the broad sample interviewed in subsequent phases of the project, in order to measure the “return on investment” in VET mobility by students, schools and training centres, companies. This is not exactly a “RoI” in financial terms, rather a ratio between costs/efforts devoted to organise, carry out and manage mobilities and measurable “income”: in other words, differences (e.g. in terms of skills, organisation, visibility, etc.) between “after” and “before” mobility.

The first related result is therefore a list of domains/areas to measure, plus corresponding indicators, qualitative and quantitative, describing the result of such measures.
The second related result is a set of 3 questionnaires, one per each category composing the sample of the survey.
The third related output is a list of names of people physically composing that sample.

REPORT ON RETURN ON INVESTMENT IN EU VET MOBILITY IN PARTNER TERRITORIES

This document presents the main outcomes of the surveys carried out to define and quantify an indicator to represent the (positive, complex, short-to-medium term) effects of European VET mobility. Three questionnaires (one for participants, one for school/training centres, one for companies), in 6 languages (English, Italian, German, French, Spanish, Portuguese) were delivered to a sample of over 5.000 potential respondents in partner countries (Germany, Italy, Portugal, Spain) from March to August 2018 with CAWI methodology. About 1.600 valid answers were collected, gathering similarities and differences among partners in the development and management of VET mobility projects.

This document presents:

  • a first synthesis of results, in preparation for the in-depth analysis presented in subsequent Output 4;
  • the definition of the ROI-MOB composite indicator;
  • the questionnaires;
  • 4 national reports for Italy, Germany, Spain, Portugal, summarising local results.

GUIDELINES AND RECOMMENDATIONS FOR MEASURING RETURN ON INVESTMENT IN EU VET MOBILITY

This output is a book, printed in 6 languages (English, Italian, German, French, Spanish, Portuguese), all available also as files for download. The output:

  • collects all project outcomes;
  • presents the process, tools and findings of surveys carried out among over 1.700 stakeholders;
  • describes the composite statistical indicator of the RoI in EU VET mobility: how it works, what it is for, how to use it;
  • offers a tool for understanding features, complexity, pluses of VET mobility to all actors involved;
  • provides a method to monitor and self-assess mobility actions, plan future projects, carefully select partners: in other words, to improve quality;
  • stands as a tool to increase attractiveness for potential participants, their families, companies: shows pros and cons, factors favouring and obstacles discouraging mobility, ways to work the latter around;
  • can support institutions in assessing effectiveness, efficiency and impact of mobility, and in programming policies at local, national and EU level.
